I keep to the speed limit at all times, have not had a ticket for 29 years. I hand my keys over to a car mechanic who drives it to the garage for a service. While he is behind the wheel he gets a speeding ticket. Who pays the fine? Who gets the points?

The driver gets the speeding ticket and fined, and the points.
If you are the Registered Keeper you will usually receive from the police a Notice of Intended Prosecution" [NIP] and a "section 172 notice" that requires you to identify who the driver was. You would presumably reply stating it was the car mechanic. You may be required to show evidence that your car was in the possession of the garage at the time.
