Got a PCN from Smart Parking today, not disputing having parked where the PCN relates to. I parked up, read the terms and paid for an hours parking. Does the agreement begin on entering the car park or when having paid after reading the terms and conditions? Reason being I entered the car park, paid for an hours parking 2 minutes and 24 seconds after entering and left 68 minutes after paying. How can you agree to terms and conditions without reading them? Technically speaking I am 14 seconds over the 1 hour and 10 minute grace period between entry and departure but within that time from having paid.
