My Brother moved house after separating from partner, debt recovery plus been posting letters when he not living there, he only just got this letter (it was sent to his old address). He wasnt driver at the time.

he does not have anyother letters from them

SAR to horizon parking requesting copies of everything relating to you and your VRM. Should get the original PCN

Letter to DRP telling this is the first you have heard of this matter so refer it back to their client and you do not expect to hear from them again

DRP are mere debt collectors and can be ignored.

Your brother should inform the DVLA of his new address, or give an address where he can be contacted, so that the V5 can be updated
