I was delivering in Stirling Town centre and the loading bay had 3 illegally parked cars in it so there was no room for my van, so I stopped right next to it and took my goods into the shop. When I came out about 3mins later there was a parking warden at my van so I quickly drove away. Four weeks later I got a NTO notice to owner letter, I would be grateful for some advice on how to deal with it , I did not receive a ticket at the time but they are saying I am too late to get the discount rate because I never paid it in 14 days.
