Smart parking charge notice

Today 9/11/2021 I have recieved from SMART PARKING a charge notice for £100 (£60 if paid within 14 days) The letter is dated 3/11/2021. The date of the contravention is 2/10/2021. Can anyone help regarding this please, TIA.

Hi Ostell, iam not very computer literate,i don't know how to upload...... I am the owner of the car, not lease or hire. Background to P.C.N. Retail park.
