BPA parking fine

Hi, I've recently received a parking fine from BPA stating I have to pay a £100 fine (£60) if payed early.
I was not driving the vehicle at this time.
Do you have any information on this type of issue?

It's an invoice from PE, not the BPA. Would help to be able to read everything.

However, this is Scotland and POFA and keeper liability do not apply. File in a safe place and see what comes next. Ie ignore
