    Hello there, my ex neighbour gave me a letter which came from an enforcement agency called Jacobs. It turned out I've been getting correspondence to my old address from Manchester City Council about a contravention "being in a bus lane" since April 2021. I called the Council but they say it's beyond them, I either should deal with the bailiff company or appeal to Traffic Enforcement using forms PE2 and PE3. I looked these up and they should be sworn in front of a member of court or solicitor. I'm helpless how to start the procedure. Have posted my case on a website where solicitors would bid on it but got nothing so far. I'm getting scared as Jacobs is threatening with removal. What the best solution would be?
    It also turned out the council got the old address from DVLA as I genuinely did not know my address should had been changed in the V5 logbook and changed address on my licence only. That has been sorted since.
    Could anyone please direct me how to go ahead?

        How much do they want now compared to the original fine? It may be worth writing and saying you had no idea until this week and that you will offer the original fee only as you have just found out about it? I have no idea if this is the correct way forward just a suggestion. I assume you did commit the offence? I was caught in a bus gate in Manchester taking my son to look at the uni - had no idea until the fine arrived. I appealed, lost and then paid it as I would have had to go back and take pics of the signage etc to go further
