LBC received but no PCN

Hi all, thanks for your help in advance.

We received a letter before claim from Gladstones but have never actually received a PCN from Parking control management (UK) LTD. We believe it may have gone to the previous owner as the car was new for us and the DVLA didn't update their records until 2 days after the alleged parking offence. Can they really charge us for not paying something we didn't know about in the first place and not give us the chance to appeal either?

I have done a SAR to PCM but didn't know I could request Gladstone's to send me what they have as well. When I asked them for details they were not helpful at all
