14 day rule for PCNs?

I have received a PCN from a camera, driving through a low traffic zone. I received the letter 16 days after the contravention date. I not sure , but I’m think I can remember reading somewhere if received after 14 days it should not stand. Hopping someone can help with this issue. Thanks

The time limit for issuing a Penalty Charge notice is 28 days
