  • Pcn charge after court revoked

    Hi, I am writing on behalf of my partner for some help and advice please. I shall call him Taz.

    Taz was given a PCN by post stating that he was illegally parked and blocking a footpath, when he wasn't. He sent back representations and photo's appealing it on the 13/10/20, by recorded delivery.He didn't photocopy it though as he thought it would've been quashed after they saw the photo's.The council signed for it on the 14/10/20.
    A Charge Certificate was sent stating that they hadn't received representations.Taz phoned council but was told to fill in a PCN online enquiry form. He filled one in saying that he had sent one and it was signed for.
    Received another letter stating that they never received representations. He sent another letter appealing it, with the reasons why he shouldn't pay, photo's,(again) along with a copy of their signature. This letter was signed by the Council on the 14/12/20.
    A witness statement was sent from the County Court stating that he made representations, but did not receive a rejection notice. The court revoked the charge and also cancelled charge certificate.
    The Council have now sent another letter stating that they never received representations and would like to see a copy of it with evidence.
    Where does he go from here please?
    He doesn't have copy of original representation but has 2 recorded delivery signatures from the Council. Shall he just send them back?

    Any advice would be greatly appreciated.
