PCN in London - They changed from free parking to Pay and Display

  • PCN in London - They changed from free parking to Pay and Display

    Hi everyone,

    Hope all is well.

    I consecutively received 2 PCN's (Hammersmith & Fulham City Council) as on Mitre Way (W12) where I park my car on usually for the past 2 years - it was free parking, no signs, no lines or anything until recently.

    On the weekends I normally go and get my car and I've just had 2 of them stuck on my wipers dated 10.09.20 and 11.09.20 so they must have only changed the parking rules on 10.09.20 or just prior to that. They've changed them into controlled Pay and Display parking zones without giving me any notice (bearing in mind I saw 75metres of parked cars with multiple PCNs issued to them too), and as such these were the grounds they charged me for.

    Is anyone able to shed some light on what grounds I have to appeal and how to structure it as I believe that's totally unfair?
