Horizon parking silverburn glasgow

Received a PCN stating as driver of a vehicle that overstayed recently in the Tesco car park of silverburn shopping centre Glasgow I was due a Ł70 charge but If paid within 14 days it would be Ł20. Is this enforceable as I assume no way to ascertain who the driver was ?

In Scotland POFA and keeper liability are not applicable* so ignore and file away
