I was parked on a double yellow line for a few minutes when a police officer arrived and told me he would give me a£100 fine if he saw me parked there again, is this legitimate or just an empty threat?

The penalty for parking on yellow lines is issued by the local authority and is generally iro £70 (altho' not always).
Obstructing the highway (Highways Act 1980) is an offence punishable by a fine not exceeding level 3 (which is up to £1000), although generally dealt with by a fixed penalty notice of £100
So the officer was warning you that next time he would do you for obstruction and you would receive a FPN for £100

sec137 Penalty for wilful obstruction.
(1)If a person, without lawful authority or excuse, in any way wilfully obstructs the free passage along a highway he is guilty of an offence and liable to a fine not exceeding[F1level 3 on the standard scale].
