POFA 9(2)(a) period of parking

Hi all,
This is a tremendous site and I tip my hat to all of the experts on it.

I have a query on POFA 9(2)(a) period of parking.*

It is often mentioned that this is a fail. If the ANPR is used exclusively to record a cars entrance and exit and clearly that is not 'parking' by moving in front of a camera, is it therefore impossible for a Ppc to comply with this subsection with only ANPR?*

Yes, it must be a fail. However depends on pedantic the judge would be if it got that far.

There's usually other failures though and period of parking just makes up the numbers

There is case law that says driving around isnt parking, so id run that argument myself but as Ostell says its in the lap of the gods if the judge agrees
