Pcn for bus lane contravention - 14 day delivery rule?

Good Morning All,

I've read a number of posts about this but would appreciate clarification on whether the day (or evening in this case) of the alleged offence is counted as Day 1? Alleged offence was 28th September 2019 (23.04 hours) and the PCN was received in the post yesterday, 12th October. So was the PCN received 14 or 15 days after the alleged offence and/or have the council failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012?

PCNs for bus lane contraventions have to be served on registered keeper within 28 days of incident

Thank you for your help DES8, I didn't know there was a 28 day deadline for bus lane contraventions. I'll take a look on Pepipoo who's members have also been very helpful in the past.
