I have just received tnis and the weak side of me wants to pay as I’m hungover and even thinking about it hurts. Any advice gratefully received.

That is not a solicitors letter, even though it has a solicitors letter head. You have been receiving letters from Debt Recovery Plus and this is another but on a borrowed letter head. This is after a long line of those. Look at the text of the letter and note who you are requested to pay. Make your own conclusion but the advice would be ignore.
But sort out the paper work and come back on here with the original parking charge notice so that the charge can be refuted before it gets to panic mode. Ignoring parking charges is not advised
