Car Paking Company refusing to cancel ticket despite request from Land Owner

I live on a Private Estate and the company doing work on my car received a Parking Charge Notice, and I did not. Their vehicle was parked next to mine whist they performed the work. I had advised the Management Company of the block of flats that I was having this work done. I am taking responsibility for the Company doing the work on my car as I had advised them to park there.
The Management Company of the Flats (the land owners and the people responsible for employing the Car Parking Company) have agreed that the parking charge should be cancelled but the Car Parking Company are saying that they will not cancel the ticket. Is this correct? I am planning on appealing to the Car Parking Company based on this fact, but know they will probably not accept it and I will need to go to Popla. Do you think that i have a good chance of this being cancelled at any point?

Make sure that you have it in writing that the parking company have been told to cancel. POPLA might or might not agree, they decide on if the NTK was issued correctly. You will have a strong argument if it goes to court.
