The WSCC map doesn't define one way or the other if it is adopted. Uphill Way is adopted, but you don't wish to know that. I think it's going to have to be a call or visit to county hall to get a definitive answer. I must admit I would tend to think adopted because of the addition of a disabled ramp from the pavement.
Sorry, I missed the previous posts while I was researching. Looks like it is adopted.

Well from the pictures and a trip on Google Earth it appears that the land is a public road.
Was the parking space dedicated to you by the council, and if so were there any conditions attached ?
In the meantime I think I would be tempted to ignore the debt collectors

Sorry I've taken a long time to answer, but my wife needs lots of attention. We have carers three times a day but there's still things needed when their not here. Anyway the bay and signage was here when we moved here. It's owned by a housing association. I did email them, but got no reply. Ray.
