Hi all - I joined to try to get advice for a PCN which I think is unfair!!

Hello everyone. I was told about the site by a friend who said he used it and was really chuffed!

I have been issued a PCN with circumstances completely beyond my control and there is no way I am paying it....but I need some advice :-)

Basically I parked at South Mimms and there is 2 hours free parking there - I left after about 90 minutes but when returning to my car I discovered that the car park was gridlocked.....a smash on the motorway just outside I later discovered. It took 45 minutes to exit the car park during which time I couldnt even leave my car to pay for parking as I was in a huge queue of people trying to leave the car park. I appealed thru a waste of time organisation called Popla who have incredibly upheld the PCN.

Help! This cannot be right!!!

Who are the parking company? Can you get details of the motorway accident at the time? Search the local papers Which service station.

The legal response to that is frustration of contract ie matters outside your control prevented you complying with the requirements. It's not the first time.

It was South Mimms services- can't find anything on the internet unfortunately but the CCTV must have shown it and I can't have been the only one from that day.

Can you give us date and time of incident so we can search for a record of the motorway blockage?

October 13th 2017....about 1.50pm. I've been looking on the internet but cannot see anything

The ANPR must have caught lots of other people that day as it took me 45 minutes to get out

This is exactly the same scenario as I encountered and it reads that they cancelled it

I couldn't find any reports of accident in te South Mimms area that day & time, but the incident could have been several mikes away.
Highways Agency might be able to confirm the details (https://www.gov.uk/government/organi...ss-and-opening)

As per the other thread badger welcome break manager to instruct PE to drop the case (easier than defending in court)
