Recieved a claim form from county court business centre

I have recived a letter from county court business centre in northampton requesting that i pay £323 for an unpaid parking charge from 18/10/16. The car park i was in is free to use for 2 hours i was 12 minutes late returning to my car so felt the initial fine they requested was un-just i believe it was around £65. Any advice that can be offered on how to proceed with this request would be greatly appreciated
