CPZ Sign, I dont understand

I visited Shepard's Bush and am little confused with these CPZ Signs,

One area of the street had both signs





other streets it was just




what times can i park ?

From the way I read the sign permit holders park free between 9 and fic
ve everyone else needs to pay a fee. Outside those times there seems to be no paring restriction
