  • Parking (Council) question re payment

If I ask the council to accept my parking charges and they say it has been passed onto enforcement, can they legally refuse to take the money you are throwing at them if they are your creditor? Its just that my wife was scared by a dodgy enforcement agent and I hear that their right the badger you at the door is based on the original debt and not any fees owed to the collection agency.

If you have a ticket then you have had numerous chances to pay before it goes to Court & then passed on for Enforcement. Is there a reason why it has gone unpaid?
