Speed on a private road

We have an issue with Vans and Cars speeding down the road outside our property
The road is little more thatn a track and has numerous potholes that fill when it is raining.
The council have refused to help saying it is a private road (however, lately they seemed to change as English Nature wanted, and hav,e made it into an alternate route for the coastal path.)
We also have a lifeboat at the top of the road and the sea defences are maintained by the Department for Environment.

Lately they have been repairing the concrete defences further up the road, there are Porta cabins and big repair plant parked on what is now there site.
Last week, a police car, with no light and no siren came down the road from the top end at over 30mph, when Mr DT ent to look and ask them why they were "speeding" they said it was in response to a call regarding an alarm sounding on the site, there was no alarm sounding and we found out later that the suspicious car was seen over half an hour earlier and the siren reported then.
This morning there is another car parked on top of what is the sea defence ramp completely blocking it, two "youths" had clearly been sleeping in it but I was on my own and loth to say anything also reluctant, now, to report this.
Can a police car attend an incident, a) at speed, that is over the limit of 10mph, with no siren or lights.
b) with a single OCO who, according to Mr DT was not wearing their hat

Is this a legal speed limit or just one the residents want?
Do you have a problem with the Police doing their job?

The ultimate decision to use the siren and blue light is the responsibility of the

driver at the time which has to be justified and proportionate to the circumstances

Yes they can. I doubt the private road is properly signed or a restricted road in any event.

Makes no difference. Some powers they have require them to be in uniform but the purpose is that they can be identified as police. Not all powers require them to be in uniform.

Now this may sound a little outrageous but bear with me.
Have you considered approaching the site agent ( in a nice way ) to see if there is any chance of a a bit or reinstatement work on the road,filling pot hole, especial as this I presume is the access to the site / life boat.
Contact English nature and ask if they could help as having designated the road as part of a coastal route ,again if they have signed it as part of the route maybe a speed advice sign could be forthcoming ?
Here in Scotland SNH marked a lot of footpaths as part of the right to roam, some paths were made up to be safe at the request of the land owners , a box of biscuits and a bit of politeness goes along way !
As for the Police.... regardless of hats on or hats off if they were on the way to investigate some thing then speed all they want sure thing the crims wont stick to the speed limit

Wales, not strictly a "legal " limit but through the estate it is recognised as 10mph, the worst offenders are the delivery vehicles.
In the summer, during the holidays we have had of road and quad bikes using the road and beach as a race track.
And no I do not have a problem with the police preforming their duty in case like this we have been told to dial 101 non emergency and more often than not they arrive after the event

Not really a lot you can do about speeding drivers if they are not breaking the Legal limit maybe park your cars so they have an obstacle course to go round.
Seems like a 10 Mph sign if there is one is about as much use as a sign into a private road or drive that's says No Turning?

Thank you Kati very useful.
Tillythecat the residents did get together during the summer but could only raise enough funds to scrape out and the level the "bumps" the difficulty is that on our stretch alone (about 38 property's) only half are lived in permanently.
The environment Agency as said before they have had delivery of at least four flat bed truks with concrete slabs on them delivered, the lorry doing this reversed down just over a quarter mile of road to do so.
With being a "holiday" area and in nice weather there are children and dogs roam freely as it is considered "safe"
All well and good the incident in question could have been a genuine call and I accept that it had to be looked at going to try and have a word with our local councillor tomorrow and get his views.
