    Darn missus got a parking charge notice grr!
    right she went to court to help a friend, parked car in carpark rear of norwich court, got a paking ticket out of machine paying £4.20 which was issued at 09.04 expiry time 13.04, placed it in car and rushed into court as was running late, when she returned to car at 11.15am had NTC parking charge notice on drivers door window, and when she opened car door the parking ticket she paid for had fallen down on to floor. So we emailed norwich traffic control (NTC) same day to send proof of having ticket and they replied Thank you for your appeal received on 22/05/2014 regarding the above detailed Parking Charge Notice. We
    have reviewed the case and considered the comments that you have made. This appeal has been considered
    in conjunction with the evidence gathered by the parking attendant. Our records show that the notice was
    correctly issued as your vehicle was parked in in a manner liable to attract a parking charge.
    We are therefore unable to cancel the Parking Charge Notice as it was issued correctly. If we received your
    appeal within 14 days we have now extended the discounted payment period by 14 days to allow you time to
    pay the discounted settlement amount. Please now make payment of £60 to reach us by 10/06/2014 or £100
    to reach us by 24/06/2014. We must advise you that once the discounted settlement rate passes it will not be
    offered again. All payments are taken as full and final settlement. Failure to make the required payment within
    28 days from this letter may result in the account being passed for debt collection or litigation which will incur
    further charges.

    My Question is are they right to charge for this?

      Hi yes that's them, having read further down there email found
      Make an appeal to POPLA – The Independent Appeals Service. Please be advised that if you opt for
      independent arbitration of your case, the ability to pay the parking charge at the reduced rate will end. If you
      opt to pay the parking charge you will be unable to appeal to POPLA. Your POPLA reference number is
      9811474001

        I'd like to see how they can hold your wife liable for an act of god - I.e. a cushion of wind blew the ticket off the dashboard and on to the floor, when your wife closed the car door, which went unnoticed by your wife at the time. Therefore your wife had fulfilled her contractual obligations to pay and display to the best of her knowledge and reasonable ability to do so. As the ticket purchased allowed your wife to remain parked in the car park till 13:04 hours and she had, in fact, left the car park (with the car) at 11:15am (1hr and 49mins before the parking ticket expired), then the land owner (and second party to the contract) incurred no losses. Such losses would have to be proven in court, and as such losses are clearly no provable then they have no case in law or in contract to make any claim.

        Perhaps you future they should provide tickets that can be stuck on the inside windscreen to make gods life as a practical joker a little bit harder lol

        You need to make an appeal to popla using the number given, stating the facts of what had happened. As although no ticket being displayed is grounds to issued a ticket, the fact your wife had paid and it was a act of god that went unnoticed that resulted in the ticket being blown of the dashboard, means your wife is not liable and the parking ticket issued would be invalid and should therefore be cancelled.

          Adapt http://www.legalbeagles.info/forums/...-Appeal-Letter to suit. Change the company name and take out anpr. Also add in that you had a ticket so no loss.

            Update... Today got a letter from POPLA to inform us that as norwich traffic control Failed to send any details to them , popla allowed our appeal and awared the favor to us.. thanks again to everyone here on legal beagles
