    I don't know what you mean by an "ANPR van" or how that would be different to a "speed camera van" but photograhed from the front and with no markings visible it's not really possible to say what it is. If I saw it parked in a layby as I approached I'd assume it was a speed camera van anyway and watch my speed.

    It looks like someone has driven into the side of it!

      What differrnce does it make?

      If it's a speed camera van and you were speeding, you can expect to get a NIP.

      If it's checking whether you are insured and you aren't, you can expect something else.
