Hi All - A newbie here.
A Parking Charge to Keeper was issued by NCP. Based on research, it appears that NCP is supposed to issue the Parking Charge Notice within 14 days of the contravention (I may be wrong). Please is there grounds for appealing the PCN and what's the likelihood for success. Does the 14days apply to every situation and is it calendar days or working days?
