    VCS are accredited to the International Parking Community (IPC). Nothing to do with BPA (even if BPA have incorrectly listed them.
    Nevertheless this is your case and if you want to include it, do so.

    By the way, have you read the Protection of Freedoms Act 2012 (PoFA)? It doesn't mention either of the Accredited Trade Associations.
    However they do need to be members of either association to access registered keeper details via DVLA. This is via the KADOE (Keeper of a Vehicle at the Date of an Event) contract.
