Last week I received a PCN in the post from UKPS limited for entering a private car park. I was gone for about 7-8 minutes. The PCN has the time 14:22 and a photo of my vehicle entering and leaving the car park but shows only one time. I appealed and asked if the time is for entrance or exit. The photos have no date,or time stamp. I appealed and requested documents where permissin was granted for the lanlord to turn the land into a car park and, also requested a document showing permission granted for UKPS limited to work on the land. A further request was made for a Calibration maintenance and adjustments record. UKPS limited have not disclosed anything and gave no reason why.
I received a reply saying my appeal is unsuccessful and that it was issued correctly. The PCN letter states the car park location as in Derby Road, Stapleford, Nottingham.
I did some research and found that the car park is not in Derby Road. It is in a side street, Broadoak drive, Stapleford, Nottingham. The entrance and exit to the car park is in Broadoak Drive, Stapleford. The only car park In Derby Road, Stapleford town stretching for more than1 mile is council owned. (I have replied to UKPS limited for the documents as requested and I have challenged them to prove the car park in question is in Derby Road, Stapleford, Nottingham. I have photographic and written evidence (Local paper) that shows the car park is not where UKPS limited say it is.
They have also installed the ANPR camera adjacent to a wall of an empty building that is not owned by their client land owner. Am I correct in asking for the requested documents and ANPR calibration and maintenance certificate and do they have to supply the documents I requested.
My Brother fought 97 PCN's in private car parks and won all 97 but can't remember if he dealt with UKPS limited however, he did say UKPS limited are a cowboy company.
