    hi, just looking for some advice, i parked up in a bay that was no parking and was stopped for 2 minutes (photo evidence proves this from pcn)
    i appealed this on the grounds that i work in the 02 and was only stopped for less than 5 minutes but it got rejected saying "we understand you state you were only stopped for 5 minutes this does not exempt you from the terms and conditions on site" question is have i got grounds on the "grace" period to further appeal this via POPLA ? the reduced fine is £60 and the company is BRIDGE SECURITY CCTV LTD TA BPAM and it is apparently on private property on PHOENIX AVENUE SE10. cheers .

    Can you post up the parking charge notice and a photo of the signs at the location please/
    Remove identifying details such as name and numbers but leave in all dates and times

          By all means take the appeal to POPLA
          It costs you nothing and you could therefore avoid a court dispute.

          Consideration periods do not apply where parking is not permitted, but you might argue that you pulled into the space, but drove off on reading the signage and you realised it was a space reserved for permitted vehicles(but I don't know what you stated in your appeal).It is only reasonable that you have a chance to read the notices before charges are levied.

          I would centre my appeal on the basis that the charge is unenforceable.
          This is because it is deemed a charge for a contract between the driver and the parking company.
          However there was no contract because it is not possible to contract to do something which is forbidden.
          It was forbidden by the signs, and the driver had no intention to contract to park there.

          Additionally there appears to be no information on that sign about any charges.
          So they appear to be in breach of The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 which requirerequire businesses to provide consumers with detailed information about contracts
