If you mean this company, Home | Civil Enforcement (ce-service.co.uk) , Civil Enforcement Ltd, based in Liverpool, then it is a real company registered with Companies House. It's a private parking company and, despite its misleading name, has no connection with local authorities or enforcing council parking tickets [Penalty Charge Notices].

Private parking companies issue speculative invoices which they call Parking Charge Notices in the hope people confuse them with real parking tickets issued by councils. It isn't illegal for them to do that but their Parking Charge Notices give them no special legal powers.

Just because it is real company doesn't mean you have to pay their PCN. It depends on the circumstances.

To start with upload a copy of the PCN with all personal information, vehicle numbers, and their reference numbers covered up.
All opinions expressed are based on my personal experience. I am not a lawyer and do not hold any legal qualifications.
