    Hi I hope someone can help me, I purchesed a car on the 10/1/23 at 3.45pm and changed the log book into my name around this time or a few hours later online, now a month or so passed and I got a PCN for the 10/1/23 at 8.28am when the car wasn’t mine and not registered to me, i have appealed this but the council want written confirmation from DVLA that the car wasn’t registered to me at this time, Question is, will DVLA be able to tell who was the registered keeper at 8.28am on the said day as I registered it in my name on same day as the PCN ?           Well that’s the thing, all I have is my banking transactions showing me I paid for the car to the seller at 3.45 pm and I purchased 2 hours of insurance at the same time, I have no receipt of anything, why are you thinking the dvla won’t be able to prove I wasn’t the registered keeper when the pcn was issued?

            As far as penalty charges go, I haven't really quaffed from that particular Pierian Spring.
            But if it were me, I'd show proof of time of sale to the council, & direct them to s92(1) TMA 2004 (definition of owner).

              If registered keeper details were changed on line, I can't believe the records wouldn't (shouldn't?) show the time instructions were received.
              However, here in West Wales ...............

                Lol, you’re obviously a very clued up gezzer and I appreciate your help, haven’t a clue what you’re going on about in your last post …but I salute you. I have sent the council my payments to the seller not long ago, so I must wait now. Thank you
