Hi if policy holder passes away can the no claims discount be transferred to the spouse or would they have to start from scratch

You must first bear in mind that there is no "right" as such to any NCD and it is solely discretionary.
If the surviving spouse has been a named insured on the deceased's policy it is possible that an insurance company will take that into account when calculating the premium.
Best course of action is to obtain quotations from a number of insurers, but remember cheapest is not necessarily the best
