Parking Control Management ticket

Hello. This ticket was so sneaky. I parked 2 seconds away from my entrance door to deliver water to my property due to a faulty water pump in the block. The photographer was hiding and taking pictures of me. He also came running infront of the vehicle and took photos of me driving off.. I had no choice to park here due to delivering water for my family. Can you please help. I was away on holiday and have 3 days left out of the 28 to respond. Thank you so much. Attached is a photo of the signage.
