  • Parking on grass verge

I was parked on the grass verge outside where I live unloading tools to the shed in the back garden. Between each visit I was looking my car. On the third visit to my car there was a traffic warden putting a ticket on my car. I asked him why and he said there is no parking on the kerb or grass verge in the Kingston Surrey area. I said there are no signs stating this but he wasn’t interested. The reason for parking on the grass verge is because there was a car parked opposite and I would of blocked the road.
there was no obstruction to any pedestrians.
    any advice please

You were not parking, you were unloading:

That for that, I’ve appealed to Kingston council telling them that I was unloading tools. I think it’s disgusting how they can fine you without signs stating that you cannot park on a grass verge. Obviously if there was signs saying that was the case I wouldn’t of parked there

Well good luck with the appeal, but I believe the legislation which covers Greater London refers to a prohibition of permitting motor vehicles to enter upon grass verges, pavements etc, not specifically to parking.

This could become quite technical if you need to appeal against their finding, so suggest you post on Pepipoo who aree the "experts" on penalty notices

          Why isn’t this common knowledge?

Don't know why others aren't aware, but I live in West Wales and knew about it.

i don't know however if the regulations require signage, hence referral to Pepipoo

It probably is fairly common knowledge.

Parking on the pavement in London is covered by the Greater London Council (General Powers) Act 1974. It prohibits parking on pavements or grass verges. But, there are a number of exceptions, one of which is this:

A person shall not be convicted of an offence under this section with respect to a vehicle if he proves to the satisfaction of the court that the vehicle was parked—

(d)for the purpose of loading or unloading goods for a period not exceeding 20 minutes or such longer period as the council may permit, and—

(i)the loading or unloading of the vehicle could not have been satisfactorily performed if it had not been so parked; and

(ii)the vehicle was not left unattended at any time while it was so parked
                .
