Apologies in advance for a long post, this dates back to November,I parked in an ncp car park and paid for 2hs parking when I returned to my car after 1hr and then left which I thought was fine as pay when leaving was an option on one of the signs as as I didn't know how long I was going to be thought this was the best option so as no to be longer than I paid for.I though nothing more until I received a letter from trace debt recovery saying I had not responded to 2 letters ncp had previously sent out,I had nothing from them or I would have sorted this out straight away with them and probably just accepted and paid the original penalty charge,I explained I had not had any contact from ncp to them but they just said I had, original they said I hadn't paid but I provided proof that I had.It turns out the charge is for the hr when I first arrived and me paying on returning to vehicle didn't cover that time only from me paying for the next 2hrs,this has now been passed to bw legal who I have provided with a photo of the sign which is very clear but does say pay on exit is an option,im not sure where to go with this now so looking for some help and advice please, the fine is now at £160 which I feel is unfair and excessive when I did pay for 2hrs and was only there for 1 and then left,
