Long time coming????

Hi All,
I have just received a Claim from the County Court Business Center (CCBC) actioned by Civil Enforcement Ltd
The date of the alleged incident was 17/08/2018!!!!!!
A) Is there a time limit on this
B) I don’t recall any previous correspondence especially with the court claim number
C) They also request interest at 8% since the offence date!!!!
Surely this cannot be right or legal?
Any help or advise is greatly appreciated
