Contravention Code 52

As a private hire driver, minicab driver if you like. While on duty, I entered this street to pick up a passenger.

The sign clearly says Buses, Taxis and loading and unloading.

My question is, if loading and Taxis are allowed, why can't private hire drivers be allowed too?

Can anyone give me some information or suggestion about this.
