    would I send that’s states I will not give the drivers name and send it so they receive it on the 28-29th day with proof of posting?

    Dear Sirs,

    I have just received your Notice to Keeper No. xxxxx for vehicle VRM xxxx

    You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to give the invitation to keeper as prescribed by section 9 (2) (e) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

    There is no legal requirement to name the driver at the time and I will not be doing so.

    I do not expect to hear from you again, or your debt collectors, except to confirm that no further action will be taken on this matter and my personal details have been removed from your records.

    First class post with free certificate of posting from a post office.

    No need to delay, the delay is only for windscreen tickets

    They will reject but add in no period of parking for your POPLA appeal.

        Did the driver st the time complain to Morrisons?

        So you now prepare a POPLA appeal using the number you gave been given. You are, of course, appealing as the keeper.

        They have not identified the driver.
        They have failed to give the invitation to keeper, 9 (2) (e), as required by Schedule 4 of the Protection of Freedoms Act 2012
        They have failed to give the period of parking required by 9 (2) (a) of the Act
        You require proof that they have the authority to operate by production of the contract. A witness statement stating that it exists is insufficient

        There can be no keeper liability

        If you do this online beware the traps that identity the driver

          no didn’t speak to anyone at Morrison’s as unaware it’s an anpr. So the keepers name isn’t at the correct address address.
