Westminster parking fine

My daughter parked in a bay with two signs one on top of the other. One said parking,no return between x&y times, the other said electric cars. She understood it to mean both can park there. She appealed they came back and refused the appeal then charged her 3 times the original fine.she has paid it because they don't waste time going to debt collector and doubling fines every few weeks , is there any advice for trying to get some of the 200.00 fine back.

Essentially by paying, you have accepted you were in contravention and the council will consider the case closed.
