Pcn for unloading in a permit/ p&D

Hi
I was issued a ticket I was doing a good deed taking shopping to someone self isolating no more than 5 minutes on a council road. It’s permit holders or pay & display but I thought London councils allow up to 20minutes for this I have the shopping receipt which was done in their area not mine on that day. I originally appealed but they said it’s disallowed. I’ve waited to appeal again with NTO can anyone help please? https://i.imgur.com/60Ziuao.jpg
