Put anything that does not contain a county court claim in the bin. NEVER correspond with parking firms, you are just confirming they have a body to deal with. They will either a) give up or b) issue a county court claim. If b) you can defend it if you think you have a case or just pay it. If you pay it you will not get a CCJ and it will only cost you a few quid more than if you had paid up in the first place. They can't take everybody to court so the odds are in your favour. The ones they do take to court are the mugs who appeal to them. They consider these fools suckers thinking if they are dumb enough to complain they are dumb enough to pay if we issue legal proceedings.

Ignore that thoroughly incorrect post, ignore has not been the the advice since 2012. The driver has nothing to do with this, it is handled by the keeper. Edit the post so that any hint of the identity of the driver is removed.

The driver cannot have received anything as they only know the keepers ID from the DVLA, unless they have been told the driver's ID, have they?

ZZPS, as a debt collector, cannot take you to court, the don't own the alleged debt.* If you post up the Notice to Keeper that you received from CEL advice can be given otherwise everyone is working blind

I am not advocating the "ignore and bury your head they won't/can't do anything" policy. I'm pointing out the advantage of the numbers game.
As I said, they can't take everybody to court and it's well worth playing the reverse lottery of you not being the lucky winner of a CC claim.
If you do get picked as a defendant then you can just pay up (with a little bit of additional fees). A gamble agreed but the odds favour you if you completely ignore them.
