Could anyone please advise on the following. Registered keeper received a PCN from buzz bingo wigan. On entering car park was issued a ticket that tells you to pay on exit. On exiting the fee was paid and ticket kept by the machine. 10 days later PCN arrives through post. When you pass the entrance barriers the road splits into 2 one into a multistorey the 2nd into a private ground floor carpark
