MET Parking charge

Hello!
I was wondering if anyone can help, I’ve been issued a pcn from MET, I’ve contested it and they are saying that they have rejected it even though my partner was parked in the same place as me at the time, so seems like they just pick a number plate at random and hope they will pay.??

MET frequently get their notice to keeper wrong and so cannot claim from the keeper if the do not know the driver.

Have you identified the driver, simple yes or no
