One source/Havering council PCN

I have had a visit from One source trying to enforce a PCN.
The pcn has my reg number on it but where it says make and model it says unknown.
can this be enforced as im sure it was not me?

Prior to receiving this you should also have had:
the pcn
a notice to owner
a charge certificate
and an order for recovery.

have you moved recently and/or is your V5C in your name at your current address? Don't guess, physically check.
