Smart parking

I parked the car in Basildon,the car park has just been taken over by SMART PARKING. I paid the parking charge for one hour,left in fifty five mins,I alongside many other motorists did not know we had to register the vehicle registration number on the payment machine,(as with many other motorists,in fact there was a protest held as so many motorists have been caught in this car park,informatinon is in excess of one hundred) I have tried to lodge an appeal to.www.popla.co.uk.But I have to pay the fine and date the payment to SMART PARKING before I can complete the appeal,now advice needed as if I pay the fine and win the appeal will I receive my fine money back ?.
