We rented the first house in the Uk in March this year. On the contract is the provision on the rental price and deposit. We did not know that we have to be registered by the landlord in Council. The tax we pay on its account. Now, after 4 months we want to move out because of a suspicion that the owner does not pay the tax and due to the fact that remade garage studio apartment and want to rent it. We were in the CAB to learn more about the tenancy and the rights and responsibilities of tenants and the landlord. The gentleman who works in the CAB said as we talk with our landlord and checked permission to redevelop the garage. He said that probably the owner does not pay the tax. We do not want any trouble so I want to report the matter to the council. We have evidence of payments on its account and all the bills that are on my husband. We are also thinking about joining a lawsuit. What shall we do?

Even if you think you have paid the monies to your Landlord then if he has not paid this over to the Council they can still make you paid again. You need to take this up with the Council to find out where you stand. Sounds to me that you are being taken advantage of.

Normally the occupiers of a property are liable for the tax, one exception is when the property is a HMO (House in Multiple Occupation), which is when people who do not form a 'household' occupy the same property. If you (as a family or couple) are renting the whole property this wouldn't be the case.
You say you want to move after four months, however, your lease is likely to be for at least six months (unless it's a holiday let). Have you checked the terms of the lease to see where you stand in terms of moving out before the six months?
