    Although I have an hmo I have exactly a similar situation in that the annexe is a separate building with bathroom and toilet but no kitchen . My council have said that as it is a single address and that it has no kitchen it is not a separate dwelling . Be careful the definition of a kitchen is a sink a kettle and a microwave.

      You need to get either the cab or your mp to intervene on your behalf ... the council need to be shown that it is in your tenancy that the landlord should have paid the council tax for the property. The recoedings you have are extra proof!
