Absolutely, CT is very much a priority debt. They can arrange repayment plans and will, but this is how they think.
Aim 1 is to get all money owed paid back by the end of that financial year.
If this is impossible, then any repayment plan needs to cover ALL the current financial year (2011/12) and pay off as much as possible of the £700 outstanding from last year.
If next April you're in a similar position, then the same again would apply, any repayment plan they'd expect to see ALL of 2012/13 covered, plus anything still remaining of the £700 now outstanding.
That seems to be their mindset. It may not be what you want to hear, but that's how it works.
