      Not that i know of.

      the only answers i get are "because they can" , or "errrrrrrrmmmmmmm"

      i find it odd that with all the legal people in this country no on can answer this question

        If its just the wet signature on this your asking about, its fine.

        There is a transaction goes on when the council officer hands the claims to the court in a pack. The council officer signs off and assures the court clerk of the legality of the claims, One signature is required by the court, and also internal within the council to allow this.

        There is interal legal framework within the councils that cover this. ( see monitoring officers responsibility ).

          the question is on the legality of the councils producing their own summons and orders.

          if the summons and order came from the court i wouldn't be questioning it

            The monitoring officers within councils hold special legal authority and powers. The monitoring officer deligates this power to the council court officer. It is legal, its been researched properly by other before. The actual part your relating to is qualified by the council upon one signature from the monitoring officer or delegated officer.

            To get a reall good understanding of what special powers a monitoring officer has in relation to these matters, it will be within your own council documentation. I think i have a link to my clls someware, My council changed it in 2008ish.
