didnt pay council tax

Hello everyone,
I'm looking for a bit of advice.
Around a year ago me and my friend rented a property for the first time since coming to UK.
As it was the first time for both of us doing anything like this we didn't know that we have to register with the city council upon moving in.
We didn't get any letters regarding council tax so we assumed it must be included in the rent we pay to the landlord
Recently someone told me that is unlikely to be the case.

What should we do in this situation? Should we contact the city council and let them know about our circumstances?

Is it possible that city council will let us repay what we owe in installments or will they tell us to pay what we owe right away?

Why didn't we get any letters from city council addressed to the occupier telling us we have to pay?

Strictly speaking a backdated demand notice only has to allow 1 payment, due in 14 days of the notice, but you can ask the council to consider longer..
